Contract Services assists with the review, negotiation of purchase agreements and select kinds of non-purchase agreements, ensuring terms comply with state and federal laws as well as UC or campus policies.

Signing agreements in the name of the UC requires an express Delegation of Authority. Procurement Services has delegated authority to complete purchase agreements and select non-purchase agreements on behalf of UC Irvine.

Not every UC Irvine agreement is signed by Procurements Services. Certain departments are given authority to sign specific types of agreements, including:

  • Design & Construction Services: handles construction agreements and other agreements related to construction projects.
  • Office of Research: handles grants, subawards, sponsored activities, cooperative agreements, data sharing, materials transfer, clinical trials, IP licensing, and many others.
  • Real Estate Services: handles real property agreements (including leases, easements, licensing) and facility use agreements for use of UCI space.
  • UCI Health/Medical Center Procurement: handles purchases on behalf of UCI Health/Medical Center.

  • Can take weeks or months (complexity + supplier terms and negotiations).
  • Submit requisitions early to enter the queue.
  • Using contracted suppliers saves time.
  • Reviews may involve Risk Management or Campus Counsel.
